Safer Tenant and Rental (STAR) Program

STAR logoIn addition to mandatory licenses, a voluntary program has been developed providing property owners and landlords the opportunity to partner with the community, to promote and maintain Burnsville’s high quality of life. 

The STAR Program has varying levels of commitment by property owners.  Properties are awarded a STAR Level of A, B or C depending on these commitments.  In addition to the good will generated by attaining a high STAR level, owners/landlords may lessen their exposure to fines for their participation in the program.

There is no fee to participate in the STAR program, and the benefits will help to protect your investment.



The different levels of the STAR Program and their requirements are as follows:

STAR LEVEL C:

Use a Crime Free Housing Lease Addendum (English, Spanish, Russian) or equivalent.

  • Provide a copy of Third Party Background Check procedures for Tenants to City upon request.  (List of background check companies available by contacting the Licensing Department)
    Multi-family (5 or more units) must supply
  • A copy of Third Party Background Check procedures for Managers/Employees to City upon request.
  • A copy of rental criteria regarding persons with criminal backgrounds
  • Sign an agreement to permit City involvement in eviction of tenants (initial as part of application).
  • Sign an agreement to permit City enforcement of traffic laws upon the Property (initial as part of application).

STAR LEVEL B: 
Meets all requirements for Level C, plus the following:

  • 25% attendance at Multi-Housing Manager meetings.
  • Provide to the City copies of HUD and/or Insurance Inspection reports.
  • Property Manager/Owner attends City Crime Free Multi-Housing training.
    Multi-family (5 or more units) must also:
  • Host annual National Night Out party.

STAR LEVEL A: 
Meets all requirements of Levels C & B and add the following:

  • 50% attendance at Multi-Housing Manager meetings.
  • Property Owner (managers for multi-family) training greater than 10 hours per year by MMHA or equivalent as approved by the City and STAR Participants.
    Multi-family (5 or more units) need to choose two of the four choices.
  • Property managers certified by MMHA or as approved by the City and STAR Participants.
  • Multi-Housing Crime Free Certification by City (CPTED) Check-Off List.

STAR Program Benefits

The City will develop a brochure that explains the STAR program, including the certification levels and provide them to rental housing developments free of charge.  It will be the responsibility of the rental housing development to supply the brochure to every applicant prior to signing a rental agreement.

Plaques - The City will develop plaques and/or special signage for multi-family rental housing properties. The plaque will show level of certification the development achieved and given to the properties free of charge.

Signage - Multi-family License Holders may be allowed an increase in area for Seasonal Leasing Banners/signage as follows:

Non-STAR License Holder:    No Seasonal Banner/Signage allowed

STAR Participant:

  • C Participant:    100% of Permit Price.
  • B Participant:     50% of Permit Price.
  • A Participant:     No charge for Permit and Seasonal Signage area of 150% of size limit

STAR Level C:  Arbor Vista, Atrium Apartments, 1575 Vista View, Berkshire of Burnsville,  Carrington Court, Chancellor Manor Apartments, Charleswood, Cliff House, Cliffview Estates, Colonial Terrace, Colonial Villa, Country Village, Dakota Station, Greenwood Apartments, Horizon Heights, Nicollet Ridge, The Observatory, Oakleaf Apartments, Raven Hill, Parkwood Heights, Provence Apartments, Shalimar Estates, Southwind Village Apartment, Sunny Acres, The Woods of Burnsville, Timber Ridge Townhomes, Vista View Apartments #1, Whispering Oaks Apartments, Wyngate Townhomes.



Inspections for Multi-family buildings - The City may allow a waiver of inspections or substitution of alternative inspections reports for common areas as follows:



Non-STAR License Holder:     Annual inspections required.

STAR Participant:

  • C Participant:   Inspections required as set forth in City schedule.
  • B Participant:   Submission of HUD inspection or equivalent.
  • A Participant:   Submission of HUD inspection or equivalent.
