State law requires that all cities and counties in the Twin Cities seven-county metropolitan area adopt a Comprehensive Plan. These plans provide a road map for communities looking 20 years into the future. In May 2016, Burnsville began work on a major update of its existing Comprehensive Plan to look at growth and development into the year 2040.

What is a Comprehensive Plan?
Comprehensive Plans identify a community’s long-term vision, goals, policies, strategies and options for guiding future changes and investments. In Burnsville, this plan will address future land use, economic development, transportation, city services/facilities, natural resources, housing, neighborhoods and youth initiatives.

What is the Process?
In general, the process involves:

  • A full review and evaluation of the current comprehensive plan
  • Identification of specific issues that need updating
  • In-depth exploration of the City’s primary areas of focus
  • Community review and input opportunities
  • A comprehensive update of the plan
  • Plan review and adoption by the Burnsville’s Planning Commission and City Council

The City is working with planning consultants Hoisington Koegler Group Inc. to assist with the process. A Review Panel, which consists of Planning Commissioners and other community members representing residents, businesses, youth, community services and visitors is also involved.

How Can I Get Involved?
Most opportunities for public feedback are now closed. The Burnsville Planning Commission will hold a public hearing on the 2040 Comprehensive Plan on Monday, Dec. 11. The City Council is expected to consider approving the draft on Tuesday, Dec. 19. These meetings will both take place at Burnsville City Hall, 100 Civic Center Parkway.

After approval by the City Council, a six-month review and comment period by adjacent jurisdictions will follow.
